The very fact that the system is open to attack is is actually on one hand a good sign as it indicates that we still have decentralized freedom. Only a centralized authority figure could attempt to thwart a botnet. But could a "good bot net" fight and conquer a "bad botnet"? This question frames exactly where we are in this day and age.
My solution:
Create a type of curve, perhaps a bell curve, in which voting power increases to a cetain point but then begins to exonentially slow it's increase in power as an account gets closer and closer to "whale" status. This will take a large chunk of voting influence away from the "whale elite" and put it back into the "dolphin middle class" where it belongs.
like in many games each level gets harder to achieve. I like that Idea very much it allows new people to grow quickly giving more incentive to keep going while making veterans in the space work harder to increase there level.

I actually think flagging is a poor solution for anything. It's a band-aid but not a real solution. A real solution would fix the problem so that flagging would be unnecessary.
How would that work with something that is decentralized?
This is a completely bullshit and backwards idea. You realize flagging takes VP like voting does right? It still hurts the person to flag?
And if this person made 60 accounts, and he admits it, doesn't try to hide it, and shares his wealth with them. That is much better than someone who has 100's of accounts with free delegated Steem by the Steem account to boost his own account. And then LIE about it.
You are brain washed or Haejin. And considering you are one of the most upvoted people inside the circle of Haejin. You scream being Haejin or an accomplice.
You can't deny the accounts that systematically upvote haejins post like a script.
How does 3 flags a day make sense? You want to say Haejin deserves all his upvotes because people can do whatever they want with their SP right? To upvote?
Then anybody can do whatever they want with their SP to downvote.
