You were never at 64% VP, steemworld is not accurately reflecting your voting. Use Steemd.com which has been updated for hard fork 20. Try one more 100% vote you will see it will take like 1% of your voting power.
When you voted, you just updated your VP to the accurate number, which is in the 40's like most everyone right now.

Ahahah... finally i found it! I did this same experiment and got similar results as you @denmarkguy. I was getting confused and frustrated reading different posts and trying to understand what was really going on with voting power. I Thank you @denmarkguy and @themarkymark
