I couldn't function without spending time outside regularly. in the UK its cold and wet 90% of the time, so I reached a point where I decided to enjoy the outdoors, whatever the weather. So I agree with what your new found friend says. It's not the weather, it's how you dress. Plus, best thing is, when you get in after the cold and wet, you get to warm and cozy up with a hot drink and dry clothes if need be.

Back in the days, when my daughter was a toddler I would run out immediately as soon as it started raining. We regularly walked through the rain and played around. I wanted her to grow up with the notion that rain is connected to joy. :)
