It's probably just an uncommon variety.
They're not spraying mutegens in the sky, but rather toxic aerosol heavy metals that will cause things like cancerous tumours, respiratory illness and numerous other health issues.
In regards to your water issues, I would go with a Berkey water filtration system. It removes chemicals, heavy metals, viruses and bacteria etc.
Oh check out this rare caterpillar we found where I live (Alberta,Canada)
We ended up keeping the caterpillar because it cocooned shortly after we caught it. It will overwinter in our shed and we will release in the spring.
