Greetings and welcome to Steemit! No park should belong to the state. ;-) I hate the idea of "public land." It would be better taken care of too if it were private. Worse, a lot of the public land is used as collateral for national debt.

Crazy thing is, 97% of texas land is private and wrapped in barbed wire. Best way to explore those areas is to attempt to get to know the land owners. We have been lucky in that regard. A good friend of ours just acquired 3,000 acres near Palo Duro Canyon and has given us free range to do our thing. Despite our name, we aren't limited to state parks. It just had a good ring to it. We are always on the lookout for great places off the beaten path to hike and camp. Thanks for the comment.
