On September 7, 1977, U. S. president Jimmy Carter and and the Commander of Panama's National Guard Omar Torrijos met and signed the Torrijos–Carter Treaties in Washington D. C.

The treaties abrogated the Hay-Bunau-Varilla Treaty, negotiated by Philippe-Jean Bunau-Varilla and John Hay, signed on November 18, 1903. They stated that Panama would gain control of the Panama Canal after 1999.
