I am afraid they don't listen. In England they build on floodplains and don't dredge rivers, some places flood every few years. I was flooded out of my retail store in Malibu that was built on a floodplain,only found out after the fact.

I am glad that in the Netherlands they anticipate more. A large part of the country is below sea level, so we must take precautions.
