Something similar happened during the Indian Premier League T20 cricket this year where they introduced a rule change that allowed substitutions and essentially meant that every team had an extra batsmen. Bookies really didn't react to this early on and it meant that there was plenty of good prices available on the under/over markets (betting over on total runs).
I remember this rule changing but didn't exploit it. It is always good to see if there is an angel once rules and changes are introduced. I am sure the betting markets will soon catch up to it, but in the meantime it's good to take advantage :)
