a little bit of clean up and some minor repairs, and the place would be good to go back into business ....... kidding, but wondering what the property would be worth? Where I lived in Canada, the local law would say after two years you either develop this, or sell it to someone who would, or else you pay fines on top of your property taxes for having unsightly premises. After a while, the municipality would step in and do the job for you, then see what that bill would be.

I see letters attached to the doors frequently from the local councils demanding action. It happens here too, maybe in time it will get flattened. The owner may not think it's worth saving and has gone underground.
