Although I’ve always been happy to make use of them, bulk purchases are detrimental to regular sales, at least for the larger amounts (500 or 2500 packs).
A small extra bonus (5%) for the 100 packs might help people to buy just that extra for themselves without incentivising flipping by whales.

Someone who is buying 2500 packs in bulk is probably going to be flipping at least part of them. There’s no reason this should be encouraged in any way. Since, as you say, there’s no way to distinguish between a flipper and someone who’s buying to complete his set, buying large amounts should not be incentivised any further than buying smaller amounts of 100 packs.
No bulk discount.
