I think in the Nigerian community the MODs and curators are not active, I'm passionate about hive decentralize and will do my best to see that Nigeria community is at it best.

If the community is active, you can ask the admin or one of the mods if they're looking for more active mods and see what they say.
If the community is truly dead, then you're best off to create a new community yourself which you'd own, and then work at getting folks to join.
