That is such a valuable asset, the mindset is. Being poor has little to do with being clean or dirty, but, has everything to do with how you see yourself. Every country has the tourist route and the local route, as it is many times two different worlds.

The scenery is so gorgeous there and the gentleness of the scene fills me with hope.

Sadly, violence, poverty, rejection and many other negative factors leave their their traumatic footsteps in the mind and it influences the decisions made later in life. It creates a very narrow worldview of acceptance of suffering and surrender.
In other instances it creates anger and entitlement, disrespect and alienation from society, this is where revenge, anger and abuse gets the overhand.
So the answer is to get to the root causes and then to offer real lifechanging opportunities for self improvement. Opening a new window and a new door to life.

Mansions on the tourist route and ramshackle shacks on the local route.

Glad that you saw the gentleness in it as it escapes the attention of so many others.
