Green eyes are caused by a specific and rare genetic variation that affects the production of melanin in the iris. Which is why green eyes are not as common as other eye colours.

And about 1.5% in some North African countries, such as Morocco and Algeria, due to historical blend with European populations.
However, it's worth noting that there can be variation within Nigeria(and other African countries), and some Nigerians may have green eyes due to genetic diversity or multiracial backgrounds.
