If someone want control people, easy way is use FEAR. Like dracula says: "Sometimes people dont need heroes, they need monsters"! Point is in that war 1 hero dont make nothing vs 1000x stronger enemy, but if enemy see monster FEAR is advantage for monsters... Also when man first time see something strange they feel FEAR, and is not safe, so sometimes fear can help to save life...
