In the near future we will see the introduction of massless objects.
You know that formula
F = G m₁ m₂ / r²
What is the force, due to gravity, when the mass = 0?
Which is going to play hell with terminology because these objects will still have mass when we are talking about changing their momentum.
F = m a
Still applies.
So, how will Modern Materialistic Science handle this?
Lifters
The Modern Materialistic Scientists in their ivory towers will probably handle it like they always have, that it is some form of particles, that haven't even been measured before, but have to exist, even if their properties have to be anti-anti-matter, or particles that shoot out, and instead of knocking something away, draws it closer.
You know, this stuff was funny in Rocky and Bullwinkle with Upsidaisium, but it looks really bad when Modern Scientists insist on it.
These lifters sit in the sky, like a brick doesn't.
They "float" when they are charged to a high voltage.
Modern Materialistic Science have "stated" that these things float because they are putting out lots of ions. And although this ionic wind has not been felt, nor explained why it goes opposite of gravity, modern scientists insist that it does.
Magnetism
Under the same guise, Modern Materialistic Scientists insist that magnets pull or push themselves towards / away from each other by putting out particles, that fly forth toward the other magnet (how do they know that magnet is there?) and then impact the magnet, and suck it closer.
If we consider magnetism, electricity and gravity as forces that exist in and through the aether, all of these things make sense, and the formulas and the way things work are quite simple.
However, Modern Science has to make things really hard, because they have discarded the Aether (with a rubbish experiment) and now insist that everything MUST BE PARTICLES!!!
Massless objects
Modern Materialistic Science is going to continue to be hit with ever more frustration as things come out that shouldn't exist. We will create massless objects. We will create platforms that act much like a forklift. That can be used to lift things off the ground so that one could move them. Like a pallet jack, but without the wheels.
And once the inventive minds get ahold of these things, we will see floating houses and flying cars. These guys, not constrained by Modern Physics, will do all kinds of fantastic things.
Before long, the Modern Materialistic Scientists will have to either give up their particle ways, or crash with the crumbling of their ivory towers.
Electric charge is not the only way things have been levitated.
Tibetan monks have used sound to move boulders. Yes, it has been recorded… and then dismissed by modern scientists
The Nazi Bell used super fluids to cause a large metal object to float.
Some Japanese physicists have gotten gyroscopes to lose weight at high RPMs.
There is one guy who even made a platform that flew using insect wing cases.
And like all the magnets made to hover over chunks of superconductors, we will find structures that will allow an object to ignore gravity. Maybe it will be from the correct electrical pulses in a condensor. (capacitor) Or maybe a combination of all of these things.
But, two things are for certain.
- Fun loving scientists are going to have a blast with this stuff as it suddenly opens up all kinds of sci-fi stuff.
- Grumpy old materialistic scientists are going to denounce these things as unscientific, even as their ivory towers crumble around them. (they do not have to be old in years, they could be old in having a mind that cannot think new thoughts)

So, this purports to be a means of reducing the inertia of an object with mass, which seems suitable to your purposes and intents in the OP.

This looks like the other parts of the paper of that guy who made a non-reactionary motive force creator.
(of course this is the wrong title)
But the paper talks about a microwave radiation device that spreads out and just the right wavelengths so it creates forward momentum, without any forces going outside itself.
Or, for every action there is a… umm, err, nothing.
That is hardly the conclusion that is drawn from every evidence of every actually scientific study ever conducted since the depths of prehistory. Doing certain things produces certain actions. That is the basis for all knowledge. JFC dude.
That is the thing about the paper you showed me part of.
It has a microwave generator, and it bounces microwaves all around inside it. They do not leave the contained box, but the box moves forward.
NASA tried to "own" the idea, and say it didn't work. But the word got out that it did. Now they are saying that it is only a small force forward. However, any force, small or not, shows a action, without a equal and opposite reaction.
There is another device that does this. They call it Tesla's Stove. Experimenters find it easy to make a small one, and prove that it works. But they have trouble, mechanically, making a large one. It makes a force upward, with only spinning weights inside it.
