I would say that it has a high probability, instead of "determined". This depends on the people, but probably it would be better to try to build the already existing communities, instead of regularly creating new ones (literally daily). There are many communities. And I think that there is no need for a community for literally every single word. But of course this is just/only my personal opinion.
