Across history, societies in which the ruling class comprises of merchants and business-people almost always perform better (i.e. more prosperous) than contemporary societies in which the ruling class consisted of bureaucrats, theologians/ideologues, or military Generals or career politicians.
The accumulation of wealth and resources in the hand of enterprising people almost always means growth and rapid progress, which led to even more accumulation and more growth.
Just as Adam Smith said that humans should be left to pursue their selfish interest which in the long run benefits the society as business pursues profits consumers pursue satisfaction.
So the key is how to foster this entrepreneurship and make it easy for these people to do business and accumulate wealth.
And don't get me wrong I am not saying the business class are the best but they have the best possible outcome than a career politician a business man's aim is to make more money and more profit which creates more Jobs and more industrialization growth.
But a career politicians spends years in power stealing nations wealth enriching themselves and their family without any benefits to the society.
