Wow. This is a huge endeavor, very impressive. I tend to prefer other genres of games but I can see you've really thought this through and put a ton of love into it. I imagine it'll be a fun challenge for anyone passionate about economics. Kudos to you!

The images are fairly easy to make. You just need some png images. I make my own using Paint 3D. I convert photographs or screenshot images from games and turn them into pngs using Paint 3D. For the next step, I use PowerPoint. PowerPoint has so many options in terms of making your own images for presentations. I put the pngs in the PowerPoint slide. I add the speech bubbles using insert shapes. Once I have the completed the image, I go to slide show and take a screenshot. I paste the screenshot into Paint and save as a JPEG and it's finished.
