It goes by percentage of power up.. example.. person A has 500 HP.. they power up 400.. that's a 80% increase. Person B has 800 HP they also power up 400.. that's a 50% increase... person C has 200 HP.. they power up 400.. that's a 200% increase.. so in this example rankings are person C, person A then person B
