I fully understand your concern.

Hive really is a growing community with various good contents popping one after another, but since we will not be able to catch them all, we must be keen who we socialize with, especially when still having low HP and Resource Credits.

I personally had low HP before, but good contents and strategized socialization is really the key for growth. One temporary solution (on a personal level), is to limit interactions within a two-day period. The long-term one is to write contents that earn, not necessarily the ones you like, and constantly powering up. The third option is to find HP/RC delegations. The last is through leased delegations, for which I will not cover in details.

I'm still working on a platform where users can opt to analyze their Hive performance and see where they can improve and grow, so they can worthily earn better author rewards. There is no schedule for this, but I'm opening a public beta before the year ends.

On a community level, I do not require a minimum HP for moderators as this is discriminatory, everyone can host and moderate communities with enough will. Also, this project does not follow a business-model, but rather works as a labor of love, though technically we reward delegators of their fair share. The part where moderators can potentially earn compensation is through HiveHealth's actual percentage share of the delegation rewards, which I'd like to detail formally soon.

I do see active users who engage well even with a considerable low HP and still consistently publish posts at least once a week. The key here on Hive is not really post as much as you can, but post strategically--I'm hoping for this to solved through the HiveHealth platform soon.

To close this, I will not help with RC delegations as of the moment, but I welcome people who will genuinely help those who they personally want to help. I hope I'm able to clear things up, feel free to ask more here. I'm mostly online daily.
