Yes they are similar to a recorder! But:
A little more tinny metalic sound, especially compared to some old wooden recorders I have found (one belonging to my grandfather and another at an antique shop - perhaps I should tackle one of them too soon!)...
A pennywhistle can only play in one major scale (the one I played was Dmaj, and the slightly bigger one I showed briefly is a Cmaj). I remember playing recorder a bit in junior school and there were ways to play sharps to allow it to be fully "chromatic".
