I understood all tabouleh is raw anyway, since you only soak the couscous??

Yes, if you soak the couscous in water below about 46° degrees Celsius, it would still be considered raw. But many raw foodies also avoid grains as well as pseudo grains so that you often see raw versions made with cauliflower as the couscous alternative ;)
