That's a reasonable question. I don't how people in other countries cook it, but in India this is the most followed procedure for all pasta and noodles.
- First reason for this is that because when we boil it, it release a thick white sticky starch like which need to be washed out for non-sticky and non-starchy flavor.
- Another is that in India, it is sold openly in markets, because of which there may be dust inside the holes which came out while boiling and washing 2-3 times, wash it out completely.
