Ethan Hunt encounters a nerve agent being sold to terrorists, and tries to prove the existence of the "syndicate" that is doing the sale, an international criminal association. On his way to his agency's sub-station in London to take up his assignments, the Syndicate sets a trap for him and he gets caught. The syndicate tortures him at the hands of one of its men named "Venter", but he soon succeeds in escaping with the help of the British intelligence operation hidden among the members of the syndicate, "Elsa Faust". At the same time, Alan Hanley, Director of Central Intelligence, and William Brandt, the Impossible Missions agent, appear before the Senate Oversight Committee. Brandt and Hanley try to prevent Ethan from kidnapping the Prime Minister at a charity auction and take him to Attlee's room. In the end, they discover that the president is nothing but Ethan disguised as a mask, while the president confirms the existence of the union that operates without oversight. He makes Attlee admit to the existence of the syndicate he was covering from Lane's theft of the project and his defection from British intelligence. He convinces Hanley of the union's existence. As for Luther, he discovers that the file will generate billions for him. But Ethan destroys him and claims to have saved the data in order to force Lane to release both Dan and Faust in exchange for the information. Dan escapes and Ethan and Faust are chased by Venter and his men on the streets of London. They part, and Faust is killed with a Venter knife, while Ethan Lane is trapped in a tunnel, locked in a bulletproof box, and arrested. Later the agency returns to work headed by Hanley.
