In this model, several programs initiated receive appreciation in the form of awards from both the Ministry and other institutions at the national level.

According to Ganjar, the adaptive and responsive bureaucracy must be easy, cheap, fast, and thorough. The strategy is to adopt the development of information technology and digitalization so that Central Java has a government model called the Government Resources Management System (GRMS).

"The government bureaucracy is designed based on information systems and digital technology such as e-planning, e-budgeting, e-project planning, e-sakip, and others," said Ganjar Pranowo in a webinar guided by Dr. Mohd Heikal, Chair of the Management Study Program at the Faculty of Economics. and Malikussaleh University Business.

According to him, adaptive and responsive leadership has at least three characteristics, namely; able and smart to face situations in a variety of events, move quickly with various actions, and solve challenges with changes as needed.

"To establish two-way communication between the Provincial Government and the people of Central Java, a policy on the use of social media was issued. Whatever problems and problems faced by the community, they can be resolved quickly and thoroughly and given a solution, ”explained Ganjar, responding to public complaints submitted to the government through various official social media accounts.

The activity, which was closed with questions and answers, ran constructively and dynamically so that Governor Ganjar would send special souvenirs from Central Java to the participants who gave questions as appreciation.

The Chancellor of Malikussaleh University, Dr. Herman Fithra ASEAN Eng, appreciated the implementation of the public lecture from the Management Study Program which is a Study Program with Accreditation A from BAN-PT.

"This is an extraordinary opportunity and very important for all participants to learn related to the leadership and success of the Governor of Central Java," said Herman.

Meanwhile, the Dean of the Faculty of Economics and Business, Dr. Hendra Raza, said that this activity was the opening of a lecture in the even semester of 2020/2021 where the Management Study Program had started with sources who were eagerly awaited, especially by students who mostly idolized the Governor of Central Java.

According to Heikal, Governor Ganjar was chosen for the first time as a resource person because he was one of the governors in Indonesia who had served two terms and had recognized achievements that gave him a new color in government at the provincial level.

"Pak Ganjar is considered successful in making the bureaucracy more in line with the current context, especially for the millennial generation and generation Z who dominate the current population. We hope that Governor Ganjar can visit Malikussaleh University later after the Covid-19 pandemic ends, "Heikal said.

He added Management Talks#2 will present governors in Indonesia who are considered to have achievements in terms of public leadership which are not only a success story, but also as lessons learned for students as a continuation of the leadership relay in the future.

"Please look forward to the next series with other governors in Indonesia who will inspire and share experiences in bringing about positive changes for the progress of the nation and state," concluded Heikal. []
