I think the confusion comes from the original use of PsyOp. Conspiracy theories should try to find evidence that a mass shooting never happened and instead was a ploy by the government to use crisis actors and the media in order to push gun control/reform. Which obviously QAnon had the opposite agenda and I think that's where the disagreement stems from.
I agree with your post though, and honestly I think QAnon might be the first real PsyOp... it's damage to democracy might take generations to repair. Not bad for a couple of bored kids on 4Chan.
