Mercenaries are pretty unreasonable units if you're not going to launch an attack outside of the mainland (eg russian operations in syria). Since the beginning of the war, I have seen Russia's use of mercenary organizations such as Wager as the inadequacy of its own military personnel. While Putin was trying to catch Europe at its most needy moment, he acted too hastily and forced the inexperienced soldiers into the field and needed these mercenaries and we are seeing the result..

Sort:  

They are expendable for alot of ways. Death benefit savings that's a big one.

Then the rest of the entire problems of legalities.
