English Hello, how are you? Dear hivers, we continue to cautiously observe how the Cuban economy behaves, especially the impact of government measures to correct distortions. It seems that there is no one behind these measures, someone who can evaluate and substantiate each proposal.
In the country, there are several people with knowledge of economics and collective mastermind. Solutions could emerge that can be implemented to give a much-needed new direction to the Cuban economy. The task is not easy. As of today, July 1, 2024, non-compliance in the main productive economic sectors is significant. There remains a liquidity deficit in currencies, and most commitments to both the people and international suppliers are not being met.
In this scenario, the importation of food by small businesses, better known as MIPYMEs, has been addressing the problem. But this new structure faces numerous daily obstacles. On one hand, securing currencies, and on the other, moving these imported resources to their destination and restarting the currency acquisition cycle, specifically in dollars.
Recently, an extension until September 30 has been approved for tariff benefits on imports of medicines, medical supplies, hygiene, and food by passengers and through shipments to Cuba. In practice, these shipments become goods traded in informal markets, evading taxes and often sold at high prices. However, it's a means to replenish food supplies that otherwise wouldn't arrive.
Now, MIPYMEs involved in this importation are facing risks, as it is rumored and almost certain that prices will be fixed or capped by the government.
This means that goods in transit to the country at the time of the norm's application, if not treated properly, will result in significant losses for those involved in the importation, since the new prices see a considerable decrease compared to current ones.
What may happen with these measures acknowledging an informal exchange rate, something illogical from my perspective, is that importation may shift towards unregulated products or those imported traditionally to informal markets at higher prices.
Let's hope with optimism that the measures have the expected impact. Nonetheless, I look forward to hearing your opinion on the matter. Thank you for your company.
Español Hola, ¿qué tal? Queridos hivers, seguimos observando con cautela cómo se comporta la economía cubana, en especial el impacto de las medidas del gobierno para corregir distorsiones. Pareciera que no hay nadie detrás de estas medidas, me refiero a alguien que evalúe y pueda fundamentar cada propuesta.
En el país hay varias personas con conocimientos sobre economía y de la mente maestra colectiva. Pudieran salir soluciones que se puedan implementar y dar un nuevo rumbo tan necesario a la economía cubana. La tarea no es fácil. Al día de hoy, 1 de julio de 2024, los incumplimientos en los principales renglones económicos productivos son notables. Se mantiene el déficit de liquidez en las divisas y se incumple con la mayoría de los compromisos tanto con el pueblo como con proveedores internacionales.
En este escenario, la importación de alimentos por parte de las pequeñas empresas, más conocidas como MIPYME, ha ido solventando el problema. Pero esta nueva estructura no son pocos los obstáculos que tiene que vencer a diario. Por una parte, cómo agenciarse las divisas y por otro, tratar de mover esos recursos importados hasta su destino y de nuevo comenzar el ciclo de adquisición de divisas, dólares para ser más exactos.
Se aprobó recientemente la extensión hasta el 30 de septiembre del beneficio arancelario a las importaciones de medicamentos e insumos médicos, aseo y alimentos por los pasajeros y a través de envíos hacia Cuba. Estos envíos, en la práctica, se convierten en mercancías que se comercializan en mercados informales, evadiendo los impuestos y en no pocos casos, a altos precios. Pero es una vía para reaprovisionarse de alimentos que por otra fuente no llegan.
Ahora las MIPYMES que se dedican a esta importación están corriendo un riesgo, ya que se comenta y casi es un hecho que habrá precios fijados o topados por el gobierno. Lo que significa que la mercancía que esté en trámites de arribo al país en el momento de aplicación de la norma, si no se le da un tratamiento, generará pérdidas significativas a los involucrados en la importación, puesto que los nuevos precios tienen una disminución considerable en comparación con los actuales.
Lo que puede pasar con estas medidas que reconocen una tasa de cambio informal, algo ilógico desde mi apreciación, porque al hacer eso se está legalizando ese valor de cambio que no es el oficial, es que se reoriente la importación hacia productos no regulados o que los que se importen vayan, como es costumbre, a un mercado informal a precios superiores.
