It is completely possible for such third party standards and regulations to exist without the state- for example, in building which is my niche - clients can and should hire 3rd party inspectors/engineers to verify all work. Actually city jurisdictions often as a bad job of this. there were no regulations of this type in the 1800's yet many, many buildings from that time still stand and are beloved.

One does not gain freedom by "works" - being "good" etc . By such a "responsibility" standard I expect no one can be really free. My inevitable foibles and failures , as well as my uniqueness's and values, do not necessitate rule over me nor violence done to me.

Further society constructs what is "responsible" - to touch on a hot topic today, health and safety. In victorian time incredible repression of sexual life occurred which seems mad to us now- but it you read, say C,S. Lewis - much of this hinged on then wide spread disease - Lewis actually lost a good friend in a horrific way to such illness, and became afterwards more open to traditional sexual prohibitions for reasons that are not hard to comprehend. Were those who bucked this prohibition irresponsible? Those of the day certainly thought so.

It is worth remembering that many of those killed by authoritarian regimes were similarly accused. Irresponsibility is a favorite excuse for authoritarianism, and the appearance of such can be easily manufactured.
