Virgin hair is hair that is not chemically treated or processed to change its natural texture, meaning no previous bleach, colour, dye or relaxers. Chemical processing (e.g relaxers) can straighten hair out permanently removing curls, bends, kinks that are responsible for tangles and knots, and keep it that way until the new growth. This makes it less painful to comb or style.

But chemicals in hair moisturisers, shampoo and conditioners only maintain a healthy natural texture and cannot really take hair's virginity! hehe okay I just can't think of a better wording for the last part.

The problem is the hair is always growing meaning old hair will be replaced with new hair that comes out of the head.
