Ha! People need to vote if they want any change, but the whales have control. Can also change your witness votes to influence things. I have been asked to vote on stuff.
That's the dark side of the "one Hive one vote" policy - meritocracy in praxis. A whale has more merit than the others - we too can become whales though, if only we buy enough stake.
It's an incentive to power up to get influence.

I guess we could had seen that coming, the Inleo proposal is not really well perceived by the whales.
