In my experience in Taiwan, I have often seen iPhones left in bicycle baskets, and nobody seems to pay attention to them. I have also seen credit card dropped at a bus stop, yet no one dares to pick it up. And I have also heard experiences like yours.
If only everyone follow this common ethics, the world will be a better place 😄
My wife dropped both her little purse with all passports and cards in, AND her credit card on a separate occasion, AND something else I forgot but was very important - during this trip alone - each time they were returned by a passer-by.
