The Succulent Garden is one of eight other gardens in the Flower Dome in the Gardens by the Bay. It is immediately to the right of the entrance of the Flower Dome.
Here, you can learn more about Cacti and Aloes without having to go into the heat in the dessert because the dome replicates the desert environment.

Yeah, they probably got tired of being thirsty. Although we all know that most people over there drink beer instead of water but that's another subject. lol.
