With so many technologies like Ordinals and layer-2 solutions like Stacks on Bitcoin, EVM rollups/sidechains like Modulus, Polygon and Avalanche as well as multi-chain ecosystems like Cosmos, Polkadot and Antelope plus standalone chains such as Algorand, Kadena and Tezos just to name a few, what other blockchains do you think can flourish in an NFT scene that's currently dominated by Ethereum?

Yes, any blockchain NFT ecosystem can compete with Ethereum itself, like, as you mentioned, Ordinals protocol from Bitcoin, Stacks, and others. But there's one ecosystem that is fully based on NFTs, and it's Lens Protocol, it is like, your account, your data, your posts, your mentions, comments, followers, assets and everything else is an NFT you can sell or collect. This ecosystem is located in a higher level on Ethereum's L2 using Polygon as main network to operate. Take a look here lens.xyz, besides, Ethereum has launched previously Ethscriptions where users can from now introduce data inside ETH itself, as images and GIFs to backup data on-chain.
