Thought that this was in Bulgaria until I reread your post. Somehow, it reminds me of communist public sculpture

I see the resemblance, now that you say that :)
Still, at least in my own perception, communist art is usually... square and has much less curves and has that cold concrete feel. It would have been, probably, a fist too, not an open hand :))) Compensating for something, as a psychoanalyst would say :D
