One week after starting the distribution of the HBR token, the token that represents the HiveBR community, today we will start the proposals. How it works to propose, how to vote, how to amend and how to discuss a proposal.
But first, let's see how the Holders ranking is:

How is a proposal born?
When entering the HiveBR community's Discord you will have access to the general channels, where you can find a text channel called HiveBR Proposals.
There you can suggest ideas, talk to other members about what you have in mind or even contribute to other members' ideas. And when you decide to create your proposal, just create a topic within the text channel with the name of your proposal and describe your idea within the topic. It is not necessary to be a holder to suggest proposals.
If at least 10% of holders agree with your idea, either through emoji, text or image, your proposal will be posted on the official HiveBR profile here within the Hive blockchain to start voting, and will end at 23:59 of the seventh day subsequent to which it was created.
For example, if your proposal was posted on the 12th, the voting will end at 23:59 on the 19th. Always respecting Brasilia time, the official time of HiveBR.
How to vote?
Voting will take place through expression of will. The holder who agrees with the proposal will comment on anything that makes it clear that he is agreeing. It can be a supporting text, a positive emoji, a thumbs-up gif or even an image.
But you can also disagree, not necessarily expressing your hatred or disagreement with the proposal, but if you prefer, the comments will be free for that. However, it will be necessary for you to vote against it in some way that it can be understood that you do not agree with
that proposal.
The absence of a vote by the holder removes him from the total amount necessary to vote on that proposal. Let's go to the examples:
Holder A has 5 tokens, B 3 tokens and C 2 tokens.
If B votes in favour, C votes against and A does not vote, the proposal will be approved with 60% approval, as absence does not mean 'I do not agree', but rather 'I abstain from this vote'.
In addition to the original publication of the proposal, you can also comment on a comment from someone who suggested a change in the proposal that you thought was more attractive than the original. Thus, this comment having more positive votes/comments than the original post, if it is approved, it will be with the changes suggested in the winning comment.
Which brings us to the next topic.
How to change a proposal
At any time during the voting period, anyone can comment suggesting any changes to the original proposal, and if it receives more votes than the original publication it will be approved with the changes suggested in the comment.
The comment cannot change the merit of the proposal, but the way in which it will be developed/executed/thought. Let's exemplify again so there is no doubt.
If someone makes a proposal defining that the token's inflation rate should rise to 20%, and someone in the comment suggests 10%, it is a valid change, as the initial purpose remained respected, the inflation rate.
However, if in the same proposal someone suggests an amendment that the token burning should rise to 20%, it is noted that it enters into another merit of the proposal and therefore a new token burning proposal is necessary, and not makes a proposal change valid.

Como nasce uma proposta?
Ao entrar no Discord da comunidade HiveBR você terá acesso aos canais gerais, onde poderá encontrar um canal de texto chamado Propostas HiveBR.
Lá você poderá sugerir ideias, conversar com outros membros sobre o que tiver em mente ou até mesmo contribuir na ideia de outros membros. E quando decidir por vez criar a sua proposta, basta apenas criar um tópico dentro do canal de texto com o nome da sua proposta e dentro do tópico descrever sua idéia. Não é necessário ser um holder para sugerir propostas.
Se ao menos 10% dos holders concordarem com a sua ideia, seja através de emoji, texto ou imagem, a sua proposta será postada no perfil oficial da HiveBR aqui dentro da blockchain da Hive para começar a ser votada, e terminará as 23:59 do sétimo dia subsequente a qual ela foi criada.
Por exemplo se sua proposta foi postada dia 12, a votação terminará as 23:59 do dia 19. Sempre respeitando o horário de Brasília, horario oficial da HiveBR.
Como votar?
O voto se dará através de manifestação de vontade. O holder que estiver de acordo com a proposta irá comentar qualquer coisa que faça entender que esta concordando. Pode ser um texto de apoio, um emoji de positivo, um gif fazendo joinha ou até mesmo uma imagem.
Porém você pode também discordar, não necessariamente expressando seu ódio ou discordância da proposta, mas se assim preferir os comentários estarão livres para isso. Porém, será necessário que faça seu voto contrário de alguma maneira que possa ser entendido que não concorda com
aquela proposta.
Ausência de voto do holder retira ele do montante total necessário para votação daquela proposta. Vamos aos exemplos:
Holder A possui 5 tokens, B 3 tokens e C 2 tokens.
Se o B votar a favor, o C votar contra e o A não votar, a proposta será aprovada com 60% de aprovação, pois ausência não significa 'não concordo', e sim 'me abstenho dessa votação'.
Além da publicação original da proposta, você pode comentar também em um comentário de alguem que sugeriu alguma mudança na proposta e que lhe pareceu mais atrativa que a original. Assim, esse comentário tendo mais votos/comentários positivos que a publicação original, caso ela seja aprovada, será com as mudanças sugeridas no comentário vencedor.
O que nos traz para o proximo tópico.
Como alterar uma proposta
A qualquer momento durante o período de votação, qualquer pessoa pode comentar sugerindo alguma mudança na proposta original, e caso ela receba mais votos que a publicação original ela será aprovada com as mudanças sugeridas no comentário.
O comentário não pode mudar o mérito da proposta, mas sim a forma com a qual ela será desenvolvida/executada/pensada. Vamos exemplificar novamente para não ficar nenhuma dúvida.
Se alguém fizer uma proposta definindo que a taxa de inflação do token deve subir para 20%, e alguem no comentário sugere 10%, é uma alteração válida, pois o propósito inicial continuou respeitado, a taxa de inflação.
Porém se na mesma proposta alguem sugerir uma alteração que a queima de token é que deve subir para 20%, nota-se que entra em outro mérito da proposta e por isso faz-se necessário uma nova proposta de queima de token, e não se torna uma alteração de proposta válida.
