Color me skeptical, but I don't think these two goals are very doable simultaneously
- stronger identities in each of the elements
- multi-element play
If you can play multiple elements, even if the identify of each becomes stronger, you'll just mix two for the best of each. See MtG Commander where even if each color has a strong identity, when you can play multiple, you just pick the staples from each and the variety goes out the window. I'll give major kudos to the team if they can pull this off.
