The one downside about using him in the Reverse Speed rule-set is that he has Slow, which in that case will actually adjust all your opponent's monsters to be 1 faster.

Good point, but there are some exceptions that are still worth it in reverse speed, ie Ruler of the Seas in a water lineup or flame monkey where their other mana points, and abilities outweigh the speed loss
