I understand the goal is to incentivize ownership and rentals, however it seems that if you don't have a random card available, you are now being heavily penalized for having an incomplete set.

The example they give, missing 1 out of 4, has gone from a 25% penalty to a ~58% penalty.

I suspect rather than increase the usage, anyone who is borderline profitable currently will be chased away since this will reduce the rewards that they earn as their choices will be to acquire cards they rarely use, or to risk losing a significant amount of rewards.
