I have him leveled up to 2 I think for similar reasons I plan to level him up to three. This benefits me also in using my higher level water splinter monsters, which I frequently use when I use Dragon Splinter.

Dragonscale is such a useful summoner for magic attacks, a pity it happens to be a Common, looking at the strength it adds to monsters it is worth having it leveled up to a desired level.
