DEC-B seems like an awful idea to me. You say you want DEC to peg but by putting this out there at a discount you will actually burn less DEC in the long run, therefore having the opposite effect that you desire. You may get a short-term boost to the DEC price but then when DEC doesn't stay at peg you will either try this all again or come up with some new system to try to boost DEC.
You should instead put all your focus on making the game better and bringing in new players and the economy side of things will take care of itself!
If you want to improve the price of DEC, why not introduce burning mechanisms that reduce the supply?
For example:
increase 5% market rental fee and get this DEC burned
Gladius cards which are soulbound, allow sale/transfer with a high transfer fee (500/1000/5000/20000 common-rare-epic-leg) per each BCX and get this DEC burned
I may just be one of the little guys, but I am truly not a fan of the direction this game is heading. I hope I am wrong, but the innovations this game made years ago seem to be being pushed aside for whale profitability. And yet, the value (bear market ho hum) of our precious in-game assets continue to plummet while the dev team proposes yet ANOTHER TOKEN? Aren't Credits, DEC, SPS, and Vouchers enough to operate an economy a very narrowly themed game? Most of the best games(non-p2e) out there operate seamlessly with 1 or 2 assets and focus more on the development and evolution of the game itself rather than overcomplicating things by releasing new stuff that does nothing but costs the player more and more.

What might we expect with regards to the upcoming staked SPS based league placement? Will there be number cutoffs, like I have to have at least 1k SPS staked to play in bronze, at least 1m SPS staked to play in silver, at least 1b SPS staked to play in gold. If the cutoffs look anything like the cutoffs in the @sps.tournaments cutoffs then I'm screwed.

Combining runi is the worst. Runi isn't a cheap item and combining it doesn't make any sense at all.

Maybe we should ask the community what they think about Soulbound? I personally don't like it
