Vouchers are tradeable/purchasable... So anyone can buy the card. The target market is the people that want the card at the specified cost.
Vouchers are around 12 DEC (= 1 cent) now, so 1 BCX will be roughly 15$ - not cheap! But there will be cheaper ones on the market, as last time. The whales will buy them up and then sell them :-)
People who do get tons of vouchers will probably buy the card in large batches to get gold foil ones, and then I bet they'll be selling some of the regular foil ones. This card will be more interesting to watch than the Mana Warden one, though. It might not be nearly as cheap on the market and it might cause more of a demand for vouchers.
And now to top it off, only the people that max it out truly befit from the card with rebirth and and slow being switched 🤣
