I'll tell you a secret. If the average SPS DAO proposal has 400 votes (I'm just saying, haven't checked), and all of a sudden there is a proposal with 2000 votes, I'll tell you whales will also pay attention. Because their investment depends on players doing their part in the game, and if they are constantly unhappy about how things turn out, things won't progress, the game won't succeed and it's a bad judgement call for their investment. That doesn't mean they'll have to vote the way the majority of users want every time, then stake voting wouldn't have any more value, but they (and the Splinterlands team) will pay attention, if all of a sudden lots of regular users vote a certain way.
