Generaly, I think I was able to hit the highest league, because since 4-5 weeks we can observe declined level of cards in battles - even in champions league - and growing rapidly number of players who only rent cards for 3-4 summoners, and they are sometimes forced to play with basic level cards. But, its only my looking point on present in-game situation ;)
