This just shows the case of OpenSC, but it's almost sure that more OSS libraries are involved.
TL;DR: Polish government company seems to be breaking basic intellectual property laws and ignoring (L)GPL code distribution rules, author attributions, and ....well, probably just everything you could imagine in terms of "breaking a OSS license".
That's a not a small subcontractor company, it's PWPW, it's THE company that prints Polish money bills and other 'papers' (but not coins, for coins and medals, there's "Mennica Polska", a different company). Sounds serious, right? But it seems they are not. All "friendly inquiries" about the matter were so far ignored or rejected.
The current goal is to make them to respond, instead of bouncing the claim around different offices.
