Alternative is even worse - whales giving out free RC delegations proactively. It would mean great amount of new RAM consumption.
This is the most probable scenario. Frontends/bots that were creating new accounts often delegated some HP to make the life of the new account easier (it's really easy to reach the RC limit at the very beginning of using Hive) so I believe they will change the vesting delegations to RC delegations because it's just cheaper.
