I think the vibes Papers, Please give was the warring times of Germany (or so as I presume, the Nazi period), like that, hence border security and tight punishments. I've only seen my classmate play this, and a video also said that this one is one of the games that being good doesn't really lead to a positive light. Yep, morally ambiguous.
