I think the studio behind this had or has 27 employees and raised $ 6 million in there last fundraising round last year.
These kinds of things get pricey and you need a solid team to be able to pull it off.

Yeah for sure, looks like a very involved game, I think it would be very interesting to see who the actual people are that are funding these games on ETH
Last I checked (months ago) they did a good job at making the blockchain side invisible to steam (not STEEM) users. Its the smart approach for making a blockchain driven EVE knock off.
