These are mainly templates focusing on the broad strokes, not on the details. As to the balancing of income, population, popularity, and workers, I'll leave that to more competent people. The focus is on the point of the card, the ingredients, and the main benefit. Better names might need to be figured out.
Tax-Dependant Suggested Cards
These cards would have a build in risk. They would give a large bonus if a specific tax is activated, and no bonus if the same tax is inactive.
Combined: Electric Car Company
Ingredients: 1x Industrial Zone, 1x Transportation Hub, 30x Car Dealership, 5x Solar Plant, 5x Wind Turbine, 1x Investor, 3x Scientist, 3x Engineer, 1 Power Reload, 1 Eco Energy, 1x Construction Site.
Benefit: If Eco Tax is on, 300 Tax Refund. If Eco Tax is off, no refund.
This would be a complex card with a built in risk. As long as world politics are going in the green direction and Eco Tax is On, the card would give a large Tax Refund. Otherwise, no refund. A risky endeavor requiring and Investor, but offering their customers exclusive worldwide home delivery using their Transportation Hub.
It would be an expensive and rare card to build and to have, but it would bring utility to Car Dealership, and being an upgrade of Industrial Zone and Transportation Hub.
Combined: Workforce Rehabilitation Center
Ingredients: 30x Job Center, 10x School, 3x Office, 1x Parking, 1x Social Aid Office, 1x Public Restroom, 1x Advanced Training, 3x Homeless, 3x Addicts, 3x Criminals, 3x Immigrants, 3x Teacher, 1x Lawyer.
Benefit: If Jobs tax on, 130 Tax Refund. If Jobs tax is off, no refund.
This card would help the homeless, addicts, reformed criminals, war refugees, and other who might for varying reasons have difficulties entering the workforce as productive citizens to get basic education and job training. It would be sort of a trade school combined with adult education to help fill in lacking areas, due to childhood homelessness or being brought-up in a war-torn place, and using a lawyer to certify diplomas.
Combined: Supermax Prison Complex
Ingredients: 5x Prison, 10x Criminal, 3x Super Criminal, 5x Policeman, 1x Police Station, 1x TV Station, 10x Barracks, 5x Police Equipment, 1x Drone Technology, 1x Prepared Police
Benefit: If Police tax is on, 130 Tax Refund. If Police Tax is off, no benefits.
This card would bring more utility to Prison, Criminal, TV Station, and Police Equipment. It would be a high-security prison for the most dangerous criminals. An Asylum for the Criminally Insane, more or less. It would use extremely well-equiped guards (Police Equipment), an high tech drone surveillance system (Drone Technology) and a CCTV monitoring center (TV Station) as well as a rapid response system (Prepared Police) in case of breakout attempts.
New Utility Suggestions
These suggested new cards aim to give some utility to a few older cards that aren't that useful in the current state.
Combined: Wildlife Reserve
Ingredients: 1x Nature Zone, 30x Zoo, 1x Lake, 1x Mountains, 1x Rockies, 1x Everest, 1x Construction Site.
Benefit: 50 Tax Refund.
This new card would the the Zoo card a major boost in utility, as an upgrade of the popular Nature Zone popularity and tax refund providing card. It would add more utility to Backgrounds, using them as natural settings basically.
The next point is quite subjective, but I have bad connotation to the word Zoo. Zoo's are cramped, horrible places where animals are put to display for protit and pleasure. By combining these cards, you'd releasing the Zoo animals into a more "humane" wildlife reserve with open spaces and close to natural habitats.
Combined: Brewing Corporation
Ingredients: 20x Brewery, 5x Fully Automated Brewery, 1x Office, 1x Parking, 1x Public Restrooms, 1x Construction Site.
Benefit: High income card, such as Farm Corporation. Quite simple.
This card would give the Brewery card and the Fully Automated Brewery technology back some utility. Basically it would be a brewery-themed Farm Corporation card. It would not use the Basic Automation technology as not to put any more pressure on that card, but instead use the much less used Fully Automated Brewery card.
Combined: Nightlife District
Ingredients: 1x Enternainment Zone, 5x Night, 5x Casino, 5x Hotel, 5x Night Club, 2x Fully Automated Brewery, 3x Policeman, 2x Power Line, 1x Construction Site.
Benefit: High income, high popularity card.
This card would be a next-level upgrade for the Enternainment Zone. The goal would be to give more utility to cards such as Night Club, Casino, Hotel, and Fully Automated Brewery. Think Las Vegas with tons of night clubs, luxury hotels, casinos, bars and so on. A place to visit to spend cash and party. Would bring in a lot of income and be very popular, but not grant any tax refunds.
Combined: Sanatorium
Ingredients: 1x Construction Site, 100x Sick Citizen, 3x Hospital, 3x Barracks, 1x SPA, 1x Park, 1x Doctor, 1x Tests on Humans, 1x Experimental Healthcare
Benefits: 25 Tax Refund. A re-balanced Retirement Home for Sick Citizens.
This would be a place for the Sick Citizens to live out their last days in not great but free living conditions, while medical professionals are trying to find a cure. An impossible task most likely, but we have to try. This card would bring more utility to cards such as Sick Citizen, Barracks, Tests On Humans, Experimental Healthcare.
Conclusion
Just a few suggestions, thrown out there. They're most likely out of balance, and might to varying degree be covered by 4th edition cards coming up. But they might be something to build futher on, inspirationally or actually.
