There's also the chance where modders don't want to work at a game company and the restrictions that comes with it. Some probably just want it as a hobby.

Yeah, I did allude to that briefly, but the way you put it is definitely true, sometimes because the hobby itself is their break from their usual development routine (why not kill time with your skills through something different?)...and sometimes because as you said, game company restrictions can be much more of a pain to live with than anything you can come up on your own.
Some of the fun things we get as mods are only possible because they are things the devs or publishers wouldn't let it slide on their own, such as that Gun mod for Super Mario 64 which I still have to try out lol
